Why RVOS
Institutions are often organized in silos. Consequential problems are not.
A policy decision can create an operational challenge. A budget decision can reshape a political priority. A regulatory shift can change what is feasible before an organization has had time to adjust. Increasingly, leaders are also being asked to make decisions in environments where precedent is incomplete or still being written.
RVOS grew out of a simple observation:

Domonique D. Jones
RVOS Strategy Group was founded by Domonique D. Jones after a decade working inside legislative and municipal institutions where complex decisions rarely belonged to a single function.
Her career has moved progressively closer to the full lifecycle of consequential decisions: from shaping public policy, to leading teams and institutions, to navigating budgets, governance, operations, stakeholder interests, and implementation.
In the California Legislature, Jones developed and advanced policy across complex portfolios, managed legislative strategy, worked across competing interests, and helped move ideas from concept through the legislative process. Her work included more than 30 legislative measures, first-in-the-nation policy, and leadership across multi-office legislative operations.
Her work later expanded into municipal government in Texas, where policy priorities met the realities of budgets, organizational systems, public accountability, and implementation. There, she worked across executive operations, governance, budget strategy, organizational management, and decision support in environments where the consequences of policy were immediate and visible.
Her current work in applied AI research and model evaluation also informs RVOS’s perspective on emerging technology, particularly the policy, governance, and institutional questions developing alongside its adoption.
Her public-service work continues locally through an appointment to the City of McKinney Board of Adjustment, where she serves as an Alternate Member of the quasi-judicial body responsible for considering zoning variances and related land-use matters.
Policy initiatives Jones helped advance in prior roles, along with strategic narratives and public statements she drafted for elected officials, have been featured or referenced in national coverage including The New York Times, NPR, Forbes, CBS, and CNN.
Across each role, the setting changed. The underlying assignment often did not:

The work required more than drafting policy. It required understanding political feasibility, stakeholder interests, implementation realities, and the conditions necessary to move an idea through an institution.
